XAMPP for Windows Free Web Server Package

Calling all Nubie Web Developers! In case you haven't heard, XAMPP for Windows is an Apache distribution that basically installs and configures your web server. This is covered under the GNU licensing model. Let me tell you, it is not easy to install an Apache web server and it gets harder if you want to add MySQL, PHP and Perl. It comes with the following:

Now in my experience, (I am a "Jack of all trades" master of none because I like to dabble in a lot of things) designing websites and setting up web server, it is very hard to install the web language of your choice such as PHP and configure it with Apache, then you add MySQL in the mix and you are out of luck.
